Steve Rogers reclaimed his role as Captain America with one very surprising return. At the end of the issue, Steve has found Hydra leader Baron Zemo, with the help of fellow superheroes Jack Flag and Free Spirit. But when Jack tries to assist Cap in the capture, Cap shoves him out of a plane and then says, “Hail Hydra.”

Obviously, now Marvel fans are quite shocked by this turn. To explain the surprise, Marvel executive editor Tom Brevoort spoke to Time.com about Steve, the secret Hydra operative. He shared that the new idea for Hydra Cap came when Nick Spencer pitched the story as part of how Cap could be young again and that this will hold up if readers return to older Captain America comics.

Readers will be the only ones who know that he’s Hydra, which means that there will be another layer to his actions and everything he says. When Time asked if this is a gimmick, Brevoort said, “To say it’s a gimmick implies that it’s done heedlessly just to shock. The proof is always going to be in the execution. So you’ll have to read the rest of the story to see.”
