Somehow, Superman wasn't a sure thing. DC Comics, then National Periodicals, was so uncertain that the second cover to the Action series, prepared before the initial issue hit the stands, didn't even feature the Man of Steel on its cover. “Action #2 is arguably even scarcer than the first as the number of copies on the CGC census are less than half that of the mighty Action Comics #1,” ComicConnect’s COO Vincent Zurzolo said. “The stunning Leo O’Mealia cover features an unusually subtle color palette and is a wonder to behold.”
