The Top, a/k/a Roscoe Dillon, created by John Broome and Carmine Infantino, made his first appearance in The Flash #122 in 1961. Growing up, Dillon was obsessed with spinning tops, as an adult he took that obsession and turned it into a criminal persona. He managed to spin around fast enough to deflect bullets and produce other semi-useful effects. Top soon discovered that the spinning somehow increased his intelligence as well, allowing him to create a variety of trick tops as weapons.

In an attempt to blackmail the world with an Atomic Top, that would destroy half the world, Top was defeated by the Flash. As he became increasingly successful in his criminal activity, Top became a respected member of the Flash’s Rogues Gallery. After years of spinning, which moved dormant brain cells to the outer areas of his brain, Top developed immense psionic powers. Unfortunately, these newly activated brain cells are easily destroyed by close proximity to the Flash's superspeed vibrations.

Following injuries to his brain, sustained by those vibrations, Top died within days. However, before his death, Top planted a series of powerful bombs to destroy Central City as a final revenge. He also prepared a recording explaining his condition and scheme to spitefully challenge his comrades to attempt to find and defuse the explosives. Knowing that neither the police or the Flash would believe them, the Rogues desperately set out to find the bombs. Thankfully, the Flash eventually realizes the situation and aids in stopping the scheme in time.

Did you know a female version of Top made an appearance in the third season of The CW’s The Flash. Rosalind “Rosa” Dillon, portrayed by Ashley Rickards, joined the series as a romantic love interest to criminal Sam Scudder (later Mirror Master). The pair participated in multiple heists before being hit by the particle accelerator. While the shockwave traps Scudder inside a mirror, it gives Rosa her metahuman abilities such as producing spinning vertigo though eye-contact. After Scudder breaks free, he breaks her out of the Iron Heights prison and the pair resume their crime spree. Eventually, the pair are caught and arrested by Flash and Jesse Quick. Top and Mirror Master made a cameo in the April 25 episode when Barry traveled to the future in his quest to stop Savitar.
