In the future, the Super-Soldier Serum has been used to create a healthier, utopian society with humans and Kree living together. But, state historian Jack Rogers, Steve Rogers’ descendant, has been trying to find out why the serum has made his son sick instead of better. Then he made a bigger discovery: the Kree Empire has been turning humans into sleeper villains using the serum.

While trying to unearth Captain America he accidentally freed Red Skull and managed to begin a Kree-Skull War in the hope of stopping the Kree and using Red Skull to heal his son. He has learned that his son is not unique and that others are also dying from the serum, which could actually be a way to end the conflict. Then he just needs to convince Red Skull to help his son.

It’s Captain America but the Cap is not in this issue – not in the physical, tangible sense. This was an intriguing arc, which is no small feat considering Cap is virtually absent. But it has the essence of Captain America and his virtuous characteristics that can have an effect on others. Mark Waid brings the story to a good conclusion, showing how difficult situations can bring out the best and worst in us.
